UK Graduate Visa to Remain at Two Years for Graduates of Eligible Universities

UK Government has announced plans to retain the two-year Graduate visa for international students graduating from universities with high immigration compliance standards and strong employment outcomes.

The announcement, included in the UK Budget 2026 published on 28 October, introduces an exception to the planned reduction of the Graduate visa from two years to 18 months, scheduled to take effect on 1 January 2027.

However, the Government has not yet confirmed which universities will qualify or how eligibility will be assessed.

What Has the Government Announced About the Graduate Visa?

Under the previously announced changes, the standard Graduate visa duration will decrease from 24 months to 18 months for applications submitted from 1 January 2027.

The 2026 Budget introduces a different arrangement for graduates of selected UK universities.

Students graduating from institutions that demonstrate high levels of immigration compliance and strong labour market outcomes will be eligible for a two-year Graduate visa.

This means that the 18-month restriction will not necessarily apply to all international graduates, although the Government has yet to publish the detailed requirements for the exception.

The existing three-year Graduate visa duration for PhD and other doctoral graduates remains unchanged.

Which UK Universities Will Qualify for the Two-Year Graduate Visa?

One of the main questions following the announcement concerns the universities that will be eligible.

The Budget identifies two conditions:

  • High immigration compliance: Universities must demonstrate strong compliance with their student sponsorship responsibilities.
  • Strong labour market outcomes: Institutions must demonstrate positive employment outcomes for their graduates.

However, the Government has not explained how these conditions will be measured.

It remains unclear whether eligibility will depend on existing student sponsor compliance assessments, graduate employment statistics or additional requirements.

No official list of qualifying universities has been published.

Until further details are released, international students cannot determine whether their university will qualify for the longer visa based on the Budget announcement alone.

Why Is University Compliance Important?

The announcement follows the introduction of stricter immigration compliance requirements for UK universities sponsoring international students.

Universities holding Student sponsor licences must meet Home Office requirements concerning student recruitment, enrolment and immigration compliance.

The Government’s decision to link the proposed two-year Graduate visa to institutional compliance introduces a further consideration for universities and prospective international students.

However, the Budget does not confirm whether the existing Basic Compliance Assessment framework will determine eligibility for the longer Graduate visa.

Further policy details will be necessary to establish how the proposed arrangement will operate.
