UK High Potential Individual (HPI) Visa Expanded to World’s Top 150 Universities Under Autumn Budget 2026

UK Government has expanded the High Potential Individual (HPI) visa, allowing more international graduates from leading universities to qualify for permission to live and work in the UK without employer sponsorship.

Announced on 28 October 2026, the expansion is intended to attract highly qualified international graduates and strengthen the UK’s access to global talent.

The expansion forms part of the Government’s wider plans to attract highly skilled international professionals and support UK businesses seeking access to global talent.

What Has Changed Under the Autumn Budget 2026?

The High Potential Individual (HPI) visa allows eligible graduates from leading international universities to live and work in the UK without securing a job offer or employer sponsorship.

The Autumn Budget 2026 announced two significant developments to the HPI visa route.

1. Expansion to the World’s Top 150 Universities

The Government announced an expansion of the HPI visa to cover eligible graduates from the world’s top 150 institutions.

The Home Office has also published its updated Global Universities List for 2026, identifying institutions whose graduates may qualify for the visa.

The latest list applies to qualifications awarded between 1 November 2026 and 31 October 2027.

The expansion is intended to attract highly qualified international graduates and strengthen the UK’s access to global talent.

2. Increase in the Annual Application Cap

Alongside the university expansion, the Government confirmed that the annual cap on HPI visa applications will increase proportionately. The route currently operates with an annual application limit of 8,000.

Which Universities Qualify Under the Updated HPI Visa List?

Following the Autumn Budget 2026 announcement, the Home Office published its updated Global Universities List on 1 November 2026.

The latest list identifies universities whose graduates may qualify for the High Potential Individual visa if their eligible qualifications were awarded between 1 November 2026 and 31 October 2027.

The updated list includes universities such as Harvard University, Stanford University, Massachusetts Institute of Technology (MIT), University of Toronto and University of Melbourne.

It also includes Aarhus University in Denmark, Harbin Institute of Technology in China, Korea Advanced Institute of Science and Technology (KAIST) in South Korea, and Ohio State University in the United States.

The updated list of universities eligible under the High Potential Individual visa can be accessed here.

Who Can Apply for the High Potential Individual Visa?

Under the current HPI visa requirements, applicants must have obtained an eligible qualification from a university included on the relevant Global Universities List.

Applicants must also satisfy other requirements, including:

  • Holding a qualification equivalent to a UK bachelor’s degree, postgraduate degree or doctorate.
  • Having obtained the qualification within the five years immediately preceding the application.
  • Meeting the English language requirement
  • Demonstrating sufficient maintenance funds, where required.
  • Obtaining confirmation of their overseas qualification from Ecctis.

Unlike the Skilled Worker visa, the HPI route does not require applicants to have a job offer or sponsorship from a UK employer.

How Long Can HPI Visa Holders Stay in the UK?

Under the current rules, the duration of permission depends on the applicant’s qualification.

Graduates holding a bachelor’s or master’s degree can receive permission for two years.

Those holding a PhD or another doctoral qualification can receive permission for three years.

During this period, visa holders can work in most occupations, undertake self-employment and bring eligible dependants to the UK.

However, the HPI visa cannot be extended and does not provide a direct route to settlement.

Individuals wishing to remain in the UK beyond their permitted stay may be able to switch to another immigration route, subject to meeting the relevant requirements.
