Home Secretary Shabana Mahmood has announced the reopening of the UK Resettlement Scheme (UKRS) for new referrals, alongside plans to develop further safe and legal routes for refugees.
UK Government says the measures form part of its wider approach to reducing irregular migration while maintaining controlled routes for people fleeing war and persecution.
UK Resettlement Scheme Reopens
The UKRS has reopened for new referrals with immediate effect, with the first arrivals expected before the end of 2026.
Around one in four referrals are expected to involve Afghan women and girls and Palestinian refugees. Referrals will be made through established processes involving the United Nations Refugee Agency (UNHCR) and the International Refugee Assistance Project (IRAP).
Unlike an overseas asylum application process, the UKRS operates through referrals of refugees identified as requiring resettlement.
UK Home Office has previously described the UKRS as a route for vulnerable refugees requiring protection.
Three Further Sponsorship Routes
UK Government is also progressing three additional safe and legal routes based on sponsorship.
Under the plans, communities and universities will be able to support refugees coming to the UK. Charities and non-profit organisations will be able to apply to become sponsors from October 2026. The first arrivals under the community and student sponsorship routes are expected in autumn 2027.
A separate work sponsorship route is also planned. Applications for organisations wishing to sponsor refugees through this route are expected to open in spring 2027, with arrivals following later that year.
Sponsors will have responsibilities including providing accommodation, supporting integration and helping refugees find employment.
Annual Numbers Will Be Capped
The Government intends to control the number of people entering through these routes.
Initially, total arrivals through the UKRS and the three new sponsorship routes are expected to be in the hundreds. The Government expects this to increase into the low thousands as levels of irregular migration fall.
An annual cap will apply, although the number of places available each year has not yet been announced.
Five-Year Route to Permanent Settlement
An important feature of the announcement concerns settlement.
According to the Home Office, refugees entering through these safe and legal routes will have a five-year path to permanent settlement. UK Government says this will distinguish those using authorised resettlement routes from those arriving through irregular routes.
The announcement comes as the Government develops wider reforms to the UK’s asylum and immigration system, including changes intended to expand controlled refugee pathways while addressing irregular Channel crossings.
What Happens Next?
Further details will be needed as the new sponsorship arrangements develop, particularly around eligibility, sponsor requirements and the annual cap.
The reopening of the UKRS means new referrals can once again be made under the scheme. The planned community, study and work routes will also expand opportunities for sponsored refugee resettlement.
