UK Tightens English Language Requirements Across Key Visa Routes

UK Visas and Immigration has issued updated guidance clarifying how the English language requirement operates across a number of immigration routes. The guidance applies to both entry clearance applications made outside the UK and applications for permission to stay made from within the UK and confirms the level of English applicants must demonstrate at each stage.

English language ability continues to be a mandatory requirement under the Immigration Rules for many routes. Applicants must ensure that they meet the correct CEFR level for their specific visa category and application stage, as relying on the wrong level of evidence can lead to refusal.

Meeting the English Language Requirement

Applicants are generally required to demonstrate their knowledge of English in line with the Common European Framework of Reference for Languages (CEFR). Depending on the route, this may be done by:

  • Passing a Home Office-approved Secure English Language Test (SELT) at the required level; or
  • Relying on an accepted qualification, such as a UK degree taught in English or an equivalent overseas qualification recognised by the Home Office.

The level required is route-specific and in some cases, increases when an applicant applies to extend their stay.

The updated guidance confirms the following requirements across key visa routes.

Applicants under the family route are subject to a progressive English language requirement:

  • Entry clearance: A1
  • Permission to stay:
    • A1 for an initial application
    • A2 when applying for an extension

Progression from A1 to A2 is mandatory when extending leave as a partner or parent.

The required level depends on the level of study:

  • Courses at UK bachelor’s degree level or above: B2
  • Courses below UK bachelor’s degree level: B1

These requirements apply equally to applications made from outside and inside the UK.

  • Entry clearance: B2
  • Permission to stay: B2
  • Entry clearance: B2
  • Permission to stay: B2

A transitional exception applies where the applicant’s previous Scale-up permission was granted at B1.

  • Entry clearance: B2
  • Permission to stay: B2

This confirms the requirement for a high standard of English for graduates of leading international institutions.

  • Entry clearance: B2
  • Permission to stay: B2

Applicants must demonstrate sufficient English to establish and operate a business in the UK.

T2 Minister of Religion

  • Entry clearance: B2
  • Permission to stay: B2

Representative of an Overseas Business

  • Entry clearance: A1
  • Permission to stay: A1

International Sportsperson Route

Where the application is for more than 12 months, the required level is:

  • A1 for both entry clearance and permission to stay

International Agreement (Temporary Work)

  • Entry clearance: B1
  • Permission to stay: B1

Family Members of HM Armed Forces

  • Entry clearance: A1
  • Permission to stay: A1
