UK Home Office has announced significant changes to the Ukraine Permission Extension Scheme (UPE), providing greater certainty for Ukrainian nationals and their family members currently living in the United Kingdom.
In response to concerns raised by the Ukrainian community, the Government has confirmed two key developments:
- The scheme will be extended by a further 24 months.
- The application window will be widened from 28 days to 90 days before current permission expires.
These changes are designed to offer increased stability and flexibility to those seeking to maintain their lawful status in the UK.
Extension of the Ukraine Permission Extension Scheme
The Government has confirmed that the Ukraine Permission Extension Scheme will continue for an additional 24 months.
As a result, eligible individuals will be able to benefit from up to a maximum of three and a half years permission under the UPE, in addition to any time already granted under previous Ukraine visa routes.
Application Window Extended from 28 to 90 Days
One of the most notable changes is the widening of the application period.
Previously, applicants could only apply to extend their stay within the final 28 days before their current permission expired. Under the new arrangements, eligible individuals will be able to apply within the final 90 days of their existing grant of leave.
Rights and Entitlements Under the Scheme
The Home Office has confirmed that:
- Applications under the Ukraine Permission Extension Scheme will remain free of charge.
- Those granted further permission will continue to have the right to:
- Work in the UK
- Access public funds
- Use the NHS
- Access education
Eligibility Requirements for an Extension
To be eligible for an extension under the Ukraine Permission Extension Scheme, an applicant must:
- Hold valid leave under the Ukraine Permission Extension Scheme at the time the application is submitted.
- Be in the United Kingdom when making the application.
- Have continued to reside in the UK following the grant of permission under one of the Ukraine visa routes, including leave granted under the Ukraine Permission Extension Scheme.
Absences from the UK
Short trips outside the UK are permitted. However, the total time spent outside the UK must not exceed 12 months in total, whether continuous or cumulative. Exceeding this limit may affect eligibility.
No Route to Settlement
The Government has reiterated that permission granted under the Ukraine Schemes including the Ukraine Permission Extension Scheme does not lead to settlement. Individuals seeking permanent settlement will need to consider alternative immigration routes where appropriate.
Government Statement
In a written statement to Parliament, the Minister for Migration and Citizenship, Mike Tapp, confirmed that the changes reflect the Government’s response to concerns raised by Ukrainian nationals about the limited application window and the need for longer-term certainty in the UK.
The Government has also stated that it will work with Ukrainian community organisations and other stakeholders to ensure eligible individuals are aware of the changes and can apply in time.
Final Remarks
The extension of the Ukraine Permission Extension Scheme and the widening of the application window represent a meaningful shift in policy, offering greater flexibility and reassurance to Ukrainian nationals in the UK.
While the scheme continues to provide temporary protection and access to essential rights, it remains separate from settlement routes. Individuals should therefore seek timely advice to ensure their long-term immigration position is properly planned.
For further updates and guidance on the Ukraine Permission Extension Scheme, applicants should monitor official Home Office announcements and ensure applications are submitted within the correct timeframe.
