UK Immigration Overhaul: 10-Year Settlement Rule, Graduate Visa Cuts & Family Visa Restrictions

As mentioned in our previous article titled Major UK Immigration Reforms Now in Effect’, the recent measures introduced by the UK Government mark only the beginning of a far-reaching recalibration of the country’s immigration framework. While adjustments to salary thresholds and sponsorship criteria are already in force, Home Office has confirmed that further significant reforms lie ahead, designed to reduce net migration and reshape the UK’s labour market.

One key proposal under consideration is a potential increase in the Immigration Skills Charge (ISC), which would place additional cost pressures on employers recruiting international workers. Revisions to English language requirements are also expected, likely tightening eligibility for individuals.

A possibility of a new Family migration framework. In addition to this, the Graduate visa route, currently offering two years of post-study work rights, may be reduced to 18 months, affecting the options available to international graduates.

A particularly impactful change is the proposed extension of the qualifying period for Indefinite Leave to Remain (ILR) from five years to ten years under a new “Earned Settlement” model. Under this model, most migrants would be required to demonstrate a decade of lawful residence, compliance with visa conditions and sustained contributions to the UK economy and society. The proposed ILR reform is scheduled for parliamentary debate on 8 September 2025 and if adopted, will carry significant implications for those currently planning their settlement route.

These pending reforms signal a long-term strategic shift in UK immigration policy. UK Government’s focus remains on curbing overall migration while adjusting the system to better align with domestic priorities. Migrants, employers and advisers are encouraged to monitor developments closely and prepare for a more selective and tightly regulated immigration environment.
