Home Office’s latest Statement of Changes (HC 1333), published on 14 October 2025, introduces significant reforms that will affect employers sponsoring overseas workers. From 8 January 2026, applicants under the Skilled Worker, Scale-Up and High Potential Individual (HPI) routes will be required to demonstrate English proficiency at level B2, a step up from the current B1 requirement under the Common European Framework of Reference for Languages (CEFR).
Raising the Bar
This change means that future visa applicants must demonstrate English ability comparable to A-level standard. They will be expected to understand complex ideas, express opinions clearly and communicate fluently in professional settings. The higher level reflects a government push to ensure that those coming to the UK can contribute effectively to society and the workplace.
Under the new approach, applicants will be tested in person on all four components: speaking, listening, reading and writing through a Secure English Language Test (SELT) conducted by a Home Office-approved provider. Their results will be verified as part of the visa process.
The change is part of a broader strategy set out in the Government’s May 2025 White Paper. It aims to raise integration standards and reduce overall migration levels. Home Secretary Shabana Mahmood highlighted that learning English is essential for taking part in British society. She stated that the UK welcomes those who contribute but expects migrants to “learn our language and play their part.”
The new standard will initially apply to main applicants under the Skilled Worker, Scale-Up and HPI routes.
